    A admin could just unlock a idea then post in it.
    But some other member while its unlocked could post in it.

    An admin has total control of the forum, he will be able to post even if he wanted to.

    No, because if it's a topic that needs updating and it's locked, properly to stop members, then noone will be able to post in it.
