Userbar request

I am requesting a userbar. i just want it to be like this, the shpaes or those black tingh to be the same but the rest(the background) to be blue and the scan lines to be, the same, blue but more darken or more lighter... how it fits. I`d like this king of blue : #1f85f9

an to be two userbars, the same userbar but duplicated. On the right side of the second userbar to be writen FORUMGRATUIT.RO
