Where can i disable/enable signatures and is it possible to make signatures enabled only for certain people.

admin panel --> users and groups --> user options --> user settings --> allow signatures to groups only --> save

can you answer my second question as well

You must make a special group for the people that you want to have sigs. Add the members to that group and then select the group to have sigs allowed.
