Yes they can if they're allowed to moderate a forum

go to

> categories and forums
change permissions of every forum to what you want to have...
also...
you could go to
> users & groups
go to the moderator groups permission..
and check the boxes to what forum they should be able to moderate

Ah so if I set them to moderate a specific category/forum they will be able to edit and delete the posts for them. Gotcha, thanks!
