Yes, it can.
Go here first:
Admin Panel ==> Modules ==> Blog Configuration
Then turn that on, and then go to your forum and where it lets you choose betweet Category and Forum, there will be blog now too, so you can change it to a blog

oh yea i didnt activate this i activated that to my old forum.
