Well you can try hiding all groups so that they don't appear.

But if you try hiding all the groups, there will be the default administration and moderation group in the legend. (Unclickable)

or you can take the whole thing out via template edit if your using phpbb2 or punnbb versions. thats the only way i know of getting rid of the whole thing.
