You would literally need to get the IP of every single person in those countries.

But the possibilities of other countries' dynamic IP's is also extremely high.
It's pretty mush impossible.
You can IP Range Ban by this: 192.168.1* or for longer range: 192.168.*.*

hey you know what.. actually if we paid the Japanese to send up a 100 million dollar satellite of our own then we can block a country... then again may be not it will just bounce off another..
