    You need to create a group where you need 10 posts to join.
    (ACP > Users and Groups > Group Administration)

    Make sure that in the forum, only those with 10 posts or more can post
    (ACP > General > Categories and Forums > Edit Permissions > Open a topic: Members-No, 10 posts group-Yes
