As you can see, the title of the topic is almost the same colour as the background....
Is there a way to change this?

You should also be able to change backround color by changing forum skin.

You can choose the specified backround image (As I have in my skin) to change the blue color.
It would probably required CSS scripts, but I do not know them.

The color settings as I showed you should provide you a possibility to change font color.
I think what youre looking for is the color of the link.
