Technically speaking, yes. There is a way to stop your members from creating new topics until they reach a certain number of posts. To do that, you will need to create a group that allows members to create new topics. For this group, you will need to make it "auto-subscribe" with the number of posts you want.
Once you have made the group, edit permissions as such:
1. Administration Panel (advanced mode)
2. General Tab
3. Categories and forums (on the left, under Forum)
4. Click on the permissions sign (

) next to a forum (advanced mode)
5. Uncheck "Open a topic" for Members, but check it for the group you have just created
Repeat this process for other forums as necessary.
