When you say expand, do you mean that you want to make it wider?

1. To expand the tables with last topics, do to Display >> Templates >> Index_box template and increase the width of that table here (div style)
2. To remove the space under your logo, above your navigation try removing this from your overall_header template.
For other things you should allow access to at least one topic.
