    Hello,

    Whenever someone is trying to make an account, they get the following error:
    Administrators have forbidden any new members.

    Administrative Panel >> Users & Groups >> Users Option >> Allow New Member >> Yes

    It is yes, and no one can still make an account.

    Please help me!
