Hidden Users/Staff are seen by ordinary members

Hello,

First, I don't why i remember this thing. Actually, I already experience and see this 4 or 5 months ago. And I think this topic is important to move in 'Need a Technician' section But this problem is simple, I and maybe other members see the hidden staff and members. I believe only moderators can see the hidden, right? Then why do us regular members see the hidden(like Nera, kirk, Darren1). I was thinking I reported this to staff before, I just can't remember. Sorry guys. Hopefully, I am in the right place. I feel I messed up too much.

Its not a bug. If you have someone as a friend you can see them hidden. I asked about it and Typlo told me this.
