Take the toolbar code, open template editing, open overall footer template, add the code before </body> tag and save, then press green plus to activate template and you've got your toolbar.

what do you mean got display or genral

AP > Display > Templates > Overall_footer

You don't have them. Try with AP > Display > Homepage > Message content and paste it there
