That site you are looking at is for phpbb3 forums.
Not only that it is for phpbb3 forums which are hosted properly on a web host. Not by a free forum provider.

so if you want your forum to look like that... buy a domain name, buy server time from a webhost and download phpbb3 and do it the proper way, and you will have freedom to do ANYTHING you want.

I need to know how to make the forum rules and not the theme or anything else just click on the forums name and you will see the forum rules.
