Members can edit profile field?

I've recently made a profile field where I can mark members as "Inactive", and have it set to where only moderators can modify this; in truth, I only want Administrators to be able to modify this, but am not sure how to set this. I have a member who is a moderator of a single board, but is otherwise a regular member of the site with no other special permissions, who modified this area.

How can I make to where only administrators can access moderation of this profile field?

Uncheck the box for moderators. Administrators can edit profiles by default.
