    I would like to put on an html page the module "modul mod_news"
    However, I can't ...

    Easy...create a new portal page with only that widget, and use a javascript AJAX call to load the widget into your HTML page.

    I would use the raw XMLHTTP form of AJAX to do this because you could load the widget from the header, and it would save the overhead of having to load the jQuery library. If that's not possible, then load version 1.3.2 of jQuery in the header (don't bother with anything newer, it's not needed), and use $.load() in a SCRIPT tag that's as close to the top BODY tag as possible.
