You need to put a background URL in the CSS. At the moment it just says ""

then remove that line of the CSS.
Edit: Your HTML is also messed up. Can you post it not in an image so I can fix it for you?

    Here's the fixed:

    Code:
    <center><div class=second_nav><a href=YOURLINKHERE><img src=http://img.photobucket.com/albums/v245/drummergirl6/apply.png></a></center></div>
    <script src="http://www.clocklink.com/embed.js"></script><script type="text/javascript" language="JavaScript">obj=new Object;obj.clockfile="5012-black.swf";obj.TimeZone="GMT00";obj.width=151;obj.height=50;obj.wmode="transparent";showClock(obj);</script>

Change the "YOURLINKHERE" to whereever you want the image to link to!
