(Urgent help)"new user cant post extenal link for 7 days"(help to remove this restriction)

hi dears i m new admin and there is a problm in my forum that the new user doesn't post any external link in forum like vedio of youtube.......the errors that he face is that the new user cant post extenal link for 7 days but i didnt made this type of any rules so plz help that how can i remove this restricts for new users
