Do you mean that if someone are vip he can edit someoane's rank on the forum?

Yeah, but he need to set real administrators as a invisible group, and create the false group of administrators. Then add the user in real administrators group, but the visible administrators add in both groups.

Respect_Me assuming your are asking for the feature where users can change their own rank + administration can do it.

Something like that is possible but jet not avilable on Forumotion. So until further it's a, no.
