moderation question!

can you give a mod the rights to ban?

also can you

create a moderator admin so that they only have the powers to create mods? and only that?

Question 1: yes you can. Go to admin panel=>General=>Configuration=>Security and look for this option "Disallow moderators to ban members" choose inactive if you want them to be able to ban members.
Question 2: You can make that moderator the group moderator of the moderators group. that way he could be the only mod to be able to add members to that group. Him and the admin of course.
