Where to change rolling banner?

Give us more informations ... and what is the "rolling banner" ?

My friend put in a rolling banner and that is a rolling text under the header

I do not see that "rolling bar", but I think you talk about the announcement. Try to go to:
ACP > General > Messages and e-mails > Announcements and see if you have added any announcement.

I have the announcement going along the top but does anyone know how I can link part of the site to the announcement? Thanks
