another forum has taken my layout

a forum called http://inaflip.forumotion.co.uk has just copied the layout of my forum, used my text and used my icons and pictures and is trying to pass itself of as mine.

what can I do about this.
the owner is a troll who has been banned numerous times from my forum and seems absolutely fascinated by it.
