RSS Fees and Twitter Feed

Instead of having a widget box, is there any way that I can have my twitter feeds appear as announcements? Or turn it into an automatic scrolling widget?

And what is the best program for creating RSS Feeds?

For RSS you can use: yourforum/rss or yourforum/feed
