I don't see how a hyperlink can re-arrange the template coding?
It might have to do with the theme you're using, lets wait for someone with more knowledge.

if so then all you have to do is Sub-level links on index :
Admin panel>Display>Homepage>Structure and hierarchy
scroll down to Sub-level links on index : select yes or yes with pics and hit save.
If you do not have all of these subforums in one forum section, then you will have to move them all in, or create a new ones in there and move any other content from the other sub forums to the new sub upon their deletion.
But lets hope you have them all in one forum first,

These would have to be done either with multi forum set up, or a much easier way to just place then in html table formats and just add to your forums description,
However i am not exactly sure how much coding you can fit in a forums description? I am sure it would fit but will still take a little work to get it that way. How many rows is that all together? i
I honestly think it looks better the first way though.

You could do it like boys suggested but the icon that displays new posts in the subforums wont work like that. I think there is a tutorial for that in preparation, for now done only for phpBB3.
