Banning someone from the forum Empty Banning someone from the forum

Okay. Hy!
This is my first post here, on this forum, so please forgive me if there's already a thread like this somewhere here.

So, anyhow...
I have a forum, which is really good and popular among 'those' people. And, recently I had some members that threatened other members and acted really rude, so I banned them. I banned them! Normally: on their profile, and also IP address. Now, as for these IP addresses. For that one person, there were like 30 different IP addresses, so I had to block them all. But in on of those IP address, it said, that one more person is using that IP address. So I didn't block, that particular IP address, but the other 29, I did. But now, several other members contacted me saying, that they got several times a message saying:
"You have been banned from this forum"

but after trying at least 20 times to log on, they finally make it.

It's really confusing.

And, all of these members are NOT the same person, and they don't know each other personally, but only across that forum.

So, when you click on the IP, of some member, on some comment they posted it usually appears something like this:
IP of this comment:
2437467(examples) (6 comments)
Participants who use this IP address:
blabsldheaks
All IPs that this user is using:
453656
3545453
654564786
54542
354548
and etc.

Now, I'm asking, do I really need to block all these IP's, or just one, or what?
And what about these couple of members that are getting this type of message('You have been banned from this forum') when they try to log in?

Sorry, If I hadn’t made all of this clearer.

u please dont block all ips because the user has obtained ips so his ip will vary on his next connection to internet.

If u block the range of the ips then many members from the area where spammers live will also be banned. So u cannot do anything. Just try to maintain forum by deleting his post

It's not gona work, just be deleting their posts. Most of those were hackers, and they already hacked some other forums, and I frankly don't wan't that to happen on my forum also.
So, I'm asking, is it just enough to ban the first IP or what?

ANOTHER security issue that should be addressed by the Admin..sadly I'm ready to start a new Forum on another server as the Admins here have practically been begged to help with hacking and security issues, and have not respoonded to ANYONES posts regarding these..and there have been several, just in the last week alone. Yet they have the time to make a skins forum and add it to the block on index. In a nutshell, members ARE being ignored...why? Members should be your #1 priority, yet when a problem arises, seems like its there problem..unless theres a Forum "helper" around to tell them to use the utility tool. So, before I move on, are these security breaches being looked into? I'll await a response from the ADMIN.

Never block Ips because they have obtained ips. if u do this your other members reciding in the same area will face ban problem. If u r sure that no other member is from that area then u can block all ips.

But this is not good as far i know. Broadband provider have around 500+ ips and they give randomly on connecting internet. So, u can do nothing, also no one can do anything.

Thats not a good idea to say Never block IP addresses. While it is true that it might block a range of other ppl, when it comes to security, sometimes there is no other choice.

What can be done is to let the real owner of that IP address that their computer is infected with malware, where spybots, hijackers, and others can jump onto their IP address. Suggest they go to free malware removal site who is an ASAP (Alliance of Security Analysis Proffessionals) member who have been specially trained in these matters. You can go to their site to find a large list of reputable malware fighters.
