Username change only for specific users?

Hello to all,

If I disable the "Allow users to change their username" via the ACP, Is there an option thereafter, to grant permission for a "specific user" to change their usename?

I appreciate all assistance offered.

After that only an admin can change the username via the admin panel.

So I take It, there's no setting whereby the actual user can change It via his own volition.
Would that be correct?
