Can I change the maximum size for uploaded avatars?

Yes, since the latest updates, it's possible to set up the maximum size for uploaded avatars. For this, you go to Admin Panel > General Admin > Configuration > "Avatars and Profiles" > you change "Avatar maximum dimensions" and "Maximum avatar file size".

I'd love there to be a section in my advanced admin panel called "Avatars and Profiles", but I don't have one.

I have Admin Panel > General > Configuration > Profiles <--- Nothing in here for modifying avatars.
The only configuration I seem to have for avatars is in Styles > Avatars > Personal Gallery <--- All I can do on this page is change the dimensions, NOT the file size. 64kb is too small for anything but the most basic animations.

Please help me find the right page!

this reminds me to ask - and sorry if i add another question in your topic, but its related - a question:

One of my moderators was able to upload an image as avatar to the homepage (no direct link from an image-host, the url begins the forums adress) that had about 400kb. Are Moderators, Admins allowed to upload pictures that are uneffected by the limit (64kb) or why was this possible?

Sorry but you can't change the maximum avatar file size, but if you add a direct url link to an image that you want as an avatar you can have it bigger then 64 kb. Upload the image you want to a image hosting site and then add the direct link from and add the link in the "Link to off-site Avatar :" section from Profile=>Avatar. I hoped I answer your question as well Sunny_D

As far as I know there is no limit for that.
