Yes you can however the same will also apply to your forum too. Bottom line... whatever skin you apply to your Portal will also be applied to your forum.

I'm afraid what you want is not possible. However, you can create an empty html page also, and there is some setting so it wont have the forum style, but the style you want. This page cant be used as the main portal page though, so you need to make a link in the menu or portal to go there.

(where to find "Add html page":
Go to the tab "Modules"
Out of the 5 options on the screen, one should say "HTML". Click on that one.
Now you should have a button somewhere which says "Create new html page". Click on the button.
Now you should see the following question somewhere: Do you wish to use your forum’s page header and page footer ? Select NO if you dont want the forum style to be applied to it. You wont have the logo, menu, or whatever part of the forum on it, just an completely empty page.
In the white box below, you can start typing html. )

yes it is * you just have to know how to set up your portal and a good knowledge of HTML and CSS is very essential.
look at my own Forum, my Portal is exactly what is being asked for.

I do not have the capacity to teach you these skills, however i can give general direction.
------------------------------------------------------------------------------------------

Go to your ACP -> Modules -> Portal configuration
in there, seclect the following:
+ Activate the bodyline frame - No
+ Modules header outside of bodyline frame - No
+ Modules footer outside of bodyline frame - No
+ Number of news - 0
+ Length of the news - 0

Then go to -> Portal pages management -> create a custom block
Name the block what ever you want (i called it Home) -> Use a table type (select No)
In that custom block, place the HTML code you desire.
Then add to your portal module as "Header"

- There you go * you know have a HTML page(Portal)

you will need to clean up your forums CSS to remove the search/navigation bars
you will need to use a "spacer" gif to remove the images or they will appear in addition to your HTML template

hope this helps
