It means you are not the Founder of the forum. Only the founder of the forum(the person who made the forum) has access to the points management.

thanks i got it.. but wait i bought a domain at mydomain.com....and i created leslieav08.com...but doesnt work...how can i put my site ?

you would need to point the name servers to it, and i dont think forumotion gves that information out. You can redirect it to your normal forum address however.
