PopUp Message/Notify

Hey,

Is it possible to add a message on forumotion somewhere in the Admin panel.
Like if there's a big accouncement of your forum it can be pop up or when someone has log in just like a private message then they can read/or reply before continuing viewing the forum.

Is that a good idea?
