In the tutorial on how to Designate Moderators in #3 "My moderators can ban members?" I think it's important to note that if you do allow moderators to ban members, it's not only moderators within the moderator group ... it's any moderator of any forum. So, if you make a member a moderator of a certain forum, that person now has permission to ban your members. YIKES!
