How to make permissions for special members?

For example I have a special group and it's called graphic designer and I want it to close and open topics or have a panel (ex: graphic designer panel) So is there any way to do that?

i could not your real problem. But from title this is solution

admin>>forums>>permission>>select the forum>>change the permission for that.

If you would like to change permission of the personal user then

admin>>users&Groups>>select the user>>permission>>Access>>tick it.

You cant have a graphic design panel

I have my graphic designer as a moderator, but put the graphic design group higher than the moderator group so she shows the graphic designer colour and not the moderator. This means she can lock, move, delete etc but no one knows she has mod status.

yes they will as long as you add the graphic deisgner to the mod group, and dont remove the mods in there at the moment it will be fine.
