What do you mean?
If you mean the profile limit for an avatar if so you can't set one.
There is no limit for anything really unless for the forums personal gallery.

I mean if people want to upload pictures onto the forum, can I set a maximum size limit? like 800x600
I don't care about avatars, I just want to limit picture sizes in the posts.

You can set the limit for gallery images in "Modules / Gallery / Upload". Define the max Image size and/or dimensions.
