how do i make the forum tell me when there is a new member and i have to approve his registration before he can use the forum

Admin panel=>Users & Groups=>Users=>User settings and look for this option "New accounts activation" and choose Admin then click on Save.

As far as I know, you'll get an email about the new registrations. Additionally, all unapproved members are listed in the "new members"-tab in (Users&Groups/Users/Inactive Users), where you can also activate them.
