User cant post links for 7 days!

Hello, I am currently having an issue at my forum. A user wants to add links to a post but it will not let him. I want to allow him to do so, however, I can not seem find a way to over ride this setting in the admin panel. Is their a way to do this? Thanks Brandon

Go to Administration Panel > General > Security > Unauthorize members with less than a week registration to post external links and emails

Choose "No" and save.
