Updates to Older Forum

I started a new forum to test designs on and it has a notepad and other things that the old one I have been operating does not currently.  If I change the theme would it update or is there another way?

Have you enabled "Advanced mode" :


and activated the notepad ?

Operating in advanced and just realized I had to be logged on in the owner account and not one of the other admin accounts; embarrassing but thank you for taking the time to answer.
