Flags? Empty Flags?

I would like to add a brtish flag to the left of my title and a U.S. flag on the right side but I don't know how to do this. Can anyone help please?

Where does that go? If it goes in the title then that does not work as there is not enough room. If it goes in the CSS sheet then where please?
