Winter/Summer Time change Empty Winter/Summer Time change

Is there a way that the system changes its time according the winter summer change?
In the administration panel I have to change it to +3 hours Instead of +2 which is the normal. Thus aaaaaalll users have to do the same thing

Members can change the time themselves by going to Profile=>Preferences tab(in the navbar) and look for this option "Timezone :".
