I need to put some banner in my forum but html is turned off so i cant.. how to turn it on ?

First go to admin panel=>Users & Groups=>Users=>User settings and look for this option "Allow HTML" and choose Yes. Also go to Profile=>Preferences tab(in your nav bar) and look for this option "Always allow HTML :" and choose yes then click on Save.
