wallpaper button

is it possible to make a button that, when clicked on, could set a certain picture as your wallpaper?
its really important that i get this to work. so, if any one could help me, that would be very appreciated.

and if you dont understand what he means (im sure you all do)
he means when you click post new topic or reply theres a little background picture like the bold, italic,underline etc but when pressed it puts [background]IMAGE URL HERE[/background] and once submited it put the image as the background of the post
