How Can I Delimit Some Users To Post In Some Forums

I want to delimit some users like who has 9 post to rich some forums how can i do that?

The only way to do it currently is to create a group, then you could limit that group to those forums. The problem is maintaining the group, you'd have to add and remove people yourself, it wouldn't do it automatically. I think there was a suggestion for this at one time, I think it was refused though, but I can't remember. Go check out the suggestions section.
