Topic lock wont working I can lock for new reply. But topic lock wont work in my site. Please help me

Anyway - before it was good. Now dont know why - New Topic wont be locked. I can lock only - Post Reply
You didnt got my problem. And you dont know how to lock New Reply - So please Let come and help an Admin or Moderator - or who know about it
