Yes!
Just follow these steps...

> Go to your Administration Panel
> Click on 'Advanced' mode on the left
> Click on 'General' at the top
> Click on 'Configuration' in the middle
> Scroll down to the second group of options titled 'Messages'
> Find the one labelled 'Topic Titles Length'
> Change numbers to suit you

If you are talking about for the posts titles

General

Configuration

messages and look for "Topics’s title length" Change it to whatever you want.
