Banning without IP Banning

Is it possible to ban an account without banning the IP? There's two people on my forum who use the same computer and have the same IP, and I only want to ban one of them. Whenever I try to ban the account, I end up banning the IP too.

did your try banned him using profile? maybe your ban using admin panel before.. that why somehow it banned they Ip too.. try access user public profile ban it using banning option provide there.

I've banned from the admin panel and the profile. Both end up IP banning them. :\
