How do you move a thread?

I've seen people move threads before, but I'm not sure how to do it. Example: I want to move a thread from off topic chat (a forum), to general disscussions (also a forum), how would I do so?

go to the bottom of the topic in the bottom left side you will see either or both images to move the topic or a drop down box.
