How do I make new tables on my forums?

I know how to make new categories and what not, but I cant figure out how to make a new table, plz help.

Kinda like islands, so you can split topics from each other.

Admin panel > general > Homepage > Hierarchy > split categories on index then click medium

But first you need to make sure you have categories made with forums in them.

admin > Forum > management > categories and forum

You then need to make categories to put your forums into

I tried that but I don't see half of those options.

Admin panel > general > Homepage > Hierarchy >

I do not have Homepage > Hierarchy >
What am I doing wrong?
