Weird Admin Panel

Within the adminstrative panel, say if I want to manage my forums, when I hit "forums" nothing happens, the page sort of refreshes. Sometimes after around ten tries it switches to the forum tab, only to revert back to the main page when I click on "management". It's... kind of annoying.

Also whenever I attempt to move a topic- most mod tools, but mostly the moving- it alway stells me the session has expired. I've tried clearing my cache and cookies and a large number of solutions, none of which have proven effective.

Help would be appreciated?
