Question on Security Options

I am wanting to add to my forum's security by having the administrators the only ones to activate new user accounts. I am wanting to do this due to recent hacks and destruction of several other forums that I am registered on(not as Administrator) and particular people claiming to have accessed my forum evan though I have not released it to the general public, but have given it to only certain selected people that I know. However, I cannot find the desired option anywhere on the administration panel. Is this funtion able to be activated on forumotion forum?
