I think I'll remove theme requests from the rules. I think hitskin has quite a variety of skins which can easily be modded by a member of a forum.
I'd suggest picking a neutral theme and if you don't have graphics staff on your forum you can request custom buttons in halo style on this forum.

Sometimes all you need is the index images to be custom made and it changes the entire display of your board... if you play with CSS you can add a nice background and so on.
